Without any doubt, as Flashtang pointed out, MDM Zinc. Really powerful tool.
I strongly recommend Northcode’s SWF Studio. Had tons of problems with Zinc!

Hmm, I use Camtasia Studio and love it! As far as I know there are no limits on length of video.
completed 4 levels. it was fun. initially thought I should be able to move the tank around but maybe that’s not how it works! since a tank usually moves maybe this should be a stationary turret? I’d suggest more instructions perhaps.
I have purchased game licenses (with source) for $100 and up depending on the game. Our use was to deploy on customers’ websites to enhance their sites. If there were some more advanced games here I’d certainly buy them.
Just to be clear, by “advanced” I do not mean really complex shooters or RPGs, rather, casual games but with many levels, nice intro screens, help screens, etc. to make them feel complete.
I think he is just asking whether stock Flash items he purchases here can be used with Arabic language.

Flash Builder would work fine for this project. For me the surprising thing is that a Flex dev would even consider such a small project!
I can vouch for Northcode! Been using them for many years. We produce screensavers for some of our customers and I cannot imagine doing it without Northcode’s SWF Studio.
And the owner of the company is very engaged in their forums; he has helped me many times with actionscript problems that really did not even relate to his product!
As for the other suggestion, Zinc, I have had bad experiences with their products and have read plenty of horror stories about them around the web! If you are considering them be sure and lurk in their forums to get a feel for what I’m saying!
We got HTC EVOs for everyone at our company. Loving the Android’ness!
looks very nice on Android (HTC EVO )!
only issue I saw is the page optimizes for the current phone orientation when it first loads and then does not adjust for a changed orientation until I change to a different page.
