In my case, it took just a few hours for my last template to end up on many file sharing websites, although it got just a few sales. Some of them are showing “file hits” numbers, if they are true, people definitely prefer getting their templates from these websites and not from Envato 
I am sending DMCA to every website I find my template on. Some of them are reacting, others don’t. A tracking system was discussed before in the forums, but unfortunately there is no effective protection you can apply.
