Cron jobs can be scheduled as often as once per minute. You would have to do some trickery to get it to run every 30 seconds. In that case, you would probably want a daemon instead of a cron. But actually, since you would be emailing and sending SMS (which are asynchronous), why does it need to be instantaneous? Since recipients might not get or read the text or email right away, you can batch them and send them less frequently, say once an hour? You also want to make sure that you don’t send out the same story twice (I assume the feeds are RSS, so each time you check, you might find the word in the same story).
Possibly a better approach is a push notification system. Google “PubSubHubbub Feedburner” to get some info on it. Basically, you add a feed to Feedburner, and then enable PubSubHubbub. You provide them a pingback URL. When the feed changes (a new article is posted), your pingback URL is called. You can then check for your keywords, and send your emails/SMS. At least this way you don’t have to check at regular intervals.
Look for a folder inside the zip, and just upload that. Don’t upload the docs, etc.

It’s just a jQuery plugin, so I doubt it will put me in the top author list, but it’s a good start. I’ve been working on a WordPress theme for awhile, but it never seems to get finished. I’m breaking it apart and I’m releasing the pieces as plugins.

I assume that if they are skilled enough to manage servers they can write a script using the API? Why would you put it in WordPress, and not a standalone script?
