Well, the move that led to that goal should never have gotten that far anyway, because the move started and the player who next touched the ball was offside when the ball was played.

So if the Ukraine had that goal allowed that just went over the line, it would have been with the help of the referee.

Of course, had the move NOT been offside, I’d totally agree with you, but in this case, it’s worth examining all the angles.
