User Credit System (like themeforest) Will pay $

I need an interrogation with wishlist members in WORDPRESS

I need a sidebar widget that displays the amount of credits users have

Users can purchase credits using paypal Add 3% processing fee So if customer pays $100, It will be $103

Now to use the credits…

I need a form with a few selections

Upon selecting an item, it will display the cost in credits After user enters some text fields, it will deduct the amount from account and email the admin. (Admin should be able to easily add/remove items + text boxes + modify the pricing at anytime)

In the email sent to the admin, the admin can click one button to refund the credits back to the user.
