Vimeo like Flash Player

i would like to build a Vimeo like Flash Player an i am searching for Help. or instance here is this code from Vimeo:

This Code can be embed to every external wesite and displays an Video. I would like to know how this works. I mean normaly you have an SWF File but in this instance you only need the code. How does this work?

I would like to make a Flash Player like this to for my own website, it would be great if someone could help me!!! Of course i would pay for it
