My question is that can a web element have one or more raster layer, because the effect I am creating cannot be made in vector form. But most of the elements are in vector form just few in raster. Thanks in advance.

I see no issue with this.
Having things 100% vector is a selling point, not a requirement.
What is the effect, maybe it could be done with a pattern in the blending options instead? Thus not requiring a raster layer?

Thats how i do it, i think its best and smartest way.
You can also make another layer, noise on him and set fill to 0, and put layer as a mask.
