Say I want to build an advanced admin panel based on OptionTree, which is GPLed if i understand correctly. Under what type of license will the end admin panel be? GPL as well?
Would this mean that anyone could simply copy my complete admin panel and re-use it in their themes?

I don’t think so. For example, could anyone use your end product as a custom slider which is created using a GPL licensed slider engine? Same applies here I guess.
