Is youtube is best for refer our videohive templates?

from what i can see and what i know, the encoder with vimeo leaves more quality with the videos, so i would go with vimeo.

Why not try both? Youtube get’s you insane traffic. If quality if what you are looking for go with vimeo, but if you want loads of traffic, I think that Youtube is a better option! Motion Graphics are really popular on youtube, so you could definitely get some sales and referrals.

I used to upload there a bit, back when I did animation. And multiple videos I had got 5k plus views. That’s decent traffic if you ask me? There is a market for it on Youtube, you just have to find it 
Think of this; vimeo quality is more expanses in broadband, therefore countries with low internet connection are not the best way to go representing template base on vimeo, so youtube is a preference by most .
Look at this from the eye of the end user, not the eye of a developer
