So if you have a vector background, it will detect your visitors resolution and adjust after that to make it full screen for that specific visitor without changing the size of the actual content?

You have to replace the TiledBG.gif in the Libary.. It makes useage of the Bitmapclass, so Vectors wont work.. Create a small GIF , JPG etc from your Vector and it will work
The Background will adjust every time the Browser is resized and the Content will not scale
