This behavior would suggest that most of your assets in the library are set up to export on frame 1. You can check this by right-clicking on them and choosing “Linkage”. There should be a box for Export To Frame. If you have this checked, it’s telling the SWF that it should load that asset on Frame 1, before anything else (including the preloader). So in essence, you’re forcing your site to load before the preloader ever gets a chance to do its thing.

If you already have any of these assets on the stage, then there’s no need to have the Export to Frame option checked. Try unchecking the option on these items and you should find the preloader behaving more as expected.
